Pichu
Pichu is an interesting case--it has great aerials with neutral air and upair and a solid combo game.
However, it takes self-damage with its electric moves, and when coupled with Pichu's low weight, this often spells disaster for the little rat. If you like high-risk characters, Pichu might be a good pick.
